                                                                               Abstract
Kogawara insisted as follows: “Ought”
 implies “can”(OIC). And the contraposition of OIC is that “cannot” implies “ought not”. Therefore, “cannot”  implies “ought not”. Against his insistence I argue as follows: The contraposition of OIC is not  that “cannot” implies “ought not”, but that “cannot” implies “not ought”. Therefore, “cannot” does not imply “ought not”.
